The latest National Institute of Justice (NIJ) Standard 0101.06,Ballistic Resistance of Personal Body Armor, possibly in force as early as the middle of 2008, mandates a number of requirements including one that ballistic vests must be totally water proof. These new standards are intended to significantly reduce the risk that bullet-proof materials will lose their potentially life-saving effectiveness by exposure to moisture.
